About the Candidate Advisory Council

The Regents Candidate Advisory Council of the University of Âé¶¹´«Ã½ identifies candidates for the university system’s governing Board of Regents. The council presents pools of qualified candidates to the governor of Âé¶¹´«Ã½ from which candidates are nominated and, with the consent of the state senate, appointed by the governor.

The advisory council was created by Act 56, 2007 Âé¶¹´«Ã½ Legislature, in conformity with the amendment to Article X, Section 6 of the Âé¶¹´«Ã½ State Constitution ratified by the voters on Nov. 7, 2006. The council is tied to the University of Âé¶¹´«Ã½ for administrative purposes. In 2013, Act 72 was passed to further define the candidate advisory council.

Eight members, including one ex officio, comprise the advisory council. They establish the criteria for qualifying, screening and forwarding candidates for membership on the Âé¶¹´«Ã½Board of Regents. The council advertises pending vacancies and solicits and accepts applications from potential candidates.

Dr. Amefil (Amy) Agbayani is an Emeritus Assistant Vice Chancellor for Student Diversity, University of Hawai'i at Manoa. Amy was born in the Philippines and received her education from the University of the Philippines, East-West Center and the University of Hawai'i. At UH, Amy advocated, developed and administered student equity and diversity programs for Native Hawaiians, Filipinos, African Americans, Pacific Islanders, students with disabilities, women, LGBTQ students, senior citizens, immigrants and other underserved groups. She conducts research on Asian Americans and Pacific Islanders in higher education. She served as Chair of the Hawai'i Civil Rights Commission, the Judicial Selection Commission and the Filipino Community Center. She is co-chair of Hawai'i Friends of Civil Rights, board member of the Patsy T, Mink Pac and The Legal Clinic for immigrants and a member of President Biden's Advisory Commission on Asian Americans, Native Hawaiians and Pacific Islanders.
