Senate Executive Committee (SEC) /uhmfs/committees/sec/ Wed, 03 Jun 2020 19:29:13 +0000 /uhmfs/?post_type=committees&p=156 The Executive Committee, acting on behalf of the Senate and the Congress, shall identify and arrange for consideration and study of all goals, policies, and programs relating to the physical and academic development of the University of Ჹɲʻ at Mānoa, including allocation of financial resources, student enrollment, distribution of enrollment among programs and between upper-division and lower-division programs, direction of emphasis in existing programs, the academic effect of administrative organization, quality of scholarship, quality of teaching, quality of research, quality of service, and the relationships between the University of Ჹɲʻ at Mānoa and other units of the University System.

In addition, the Executive Committee shall:

  • Make recommendations to the Mānoa Provost and the President;
  • Provide that the Congress is informed of its substantive activities;
  • Certify the results of elections;
  • Appoint Standing Committee members and coordinate the work of its Committees;
  • Consult with subject matter/content area experts as necessary;
  • Prepare the agenda of the Senate and of the Congress;
  • Submit to the Congress actions referred by the Senate;
  • Perform such other duties as are specified in other provisions of these Bylaws.

  • Academic goals, policies, and programs with respect to standards of professional ethics
  • Establishment and modification of degree programs and curricula, admissions and graduation requirements
  • Ways of supporting and encouraging improvements in faculty performance
  • Planning for changes in academic goals and in academic programs.

Administration and Budget (CAB) /uhmfs/committees/cab/ Fri, 15 May 2020 23:50:45 +0000 /uhmfs/?post_type=committees&p=95 The Committee on Administration and Budget (CAB) is responsible for matters dealing with administration and budget, at the Mānoa campus, and also at the System level, to the extent that the Mānoa campus is affected by System actions. The responsibilities of the CAB include:

  • Review administrative policies and procedures, proposals for reorganization, the responsibility of major positions, and the procedures for filling positions
  • Review administration’s policies and procedures regarding the budget, and other matters relating to the distribution and expenditure of funds
  • Monitor the administration’s actions to ensure that they are open and give ample opportunity for faculty consultation
  • Review University policies regarding academic decision making and policy development and propose modifications as required
  • Conduct regular reviews of the charter and by-laws of the Senate and of the Congress and proposes amendments as appropriate
  • Review the condition of the physical facilities, the operation of auxiliary services, and proposals for capital improvements and their implementation.

Athletics (COA) /uhmfs/committees/coa/ Fri, 15 May 2020 23:50:45 +0000 /uhmfs/?post_type=committees&p=96 The Committee on Athletics (COA) provides oversight and make specific recommendations to the Senate Executive Committee on matters regarding University sponsored intercollegiate athletics. These include, but are not limited to:

  • Standards for admission, retention, and graduation
  • The reporting of graduation rates
  • Academic counseling
  • Ethical standards
  • Ways of supporting and encouraging the academic performances of the student-athletes.

In carrying out its responsibilities, the Committee will be guided by the policies and guidelines of the NCAA. It is in the purview of the Committee to recommend to the Mānoa Chancellor, through the SEC, changes in the NCAA policies and guidelines. In addition, the Committee may provide advice and/or specific suggestions, as requested by or through the Mānoa Chancellor, on matters of concern to the Committee.

Educational Effectiveness (CEE) /uhmfs/committees/cee/ Fri, 15 May 2020 23:50:45 +0000 /uhmfs/?post_type=committees&p=97 The purpose of the Committee on Educational Effectiveness (CEE) is to lead coordinating and monitoring assessment activities and to develop assessment policy directed at understanding and improving educational effectiveness.

The CEE will work closely with the Assessment Office, Office of Faculty Development and Academic Support, General Education Office and General Education Committee, and the Office of the Vice Chancellor for Academic Affairs and will have the following responsibilities:

  • Establish academic assessment policies necessary to foster a campus-wide understanding of and commitment to improvement-oriented educational assessment
  • Identify the most appropriate practices and uses for assessment of student learning at Mānoa
  • Review assessment resource needs and recommend concomitant budgetary allocations by the institution
  • Liaise with faculty to promote effective academic assessment practices, especially in support of degree programs
  • Consult with subject matter/content area experts as necessary
  • Produce an annual report (due in May) to the Faculty Senate on the status of academic assessment at UHM.

Faculty Service (CFS) /uhmfs/committees/cfs/ Fri, 15 May 2020 23:50:45 +0000 /uhmfs/?post_type=committees&p=98 The Committee on Faculty Service (CFS) is responsible for implementing the provisions in the Bylaws for:

  • Conducting all nominating and final elections for members of the Senate
  • Conducting nominating and final elections for members of the Executive Committee
  • Selecting members for subcommittees, boards of the GEC, ad-hoc committees, and task forces
  • Conducting the balloting on resolutions submitted to the Congress
  • Seeking out candidates for committee seats to which faculty are appointed and nominating persons for those seats
  • Seeking out candidates for faculty positions on committees appointed by or responsible to the Mānoa Chancellor or the President.

Procedures for executing the responsibilities specified above are set forth in Article VI of the Senate Bylaws.

The COR’s responsibilities include:

  • Review proposals for improvements in research infrastructure, new research initiatives, or restructuring existing research programs
  • Review the mechanisms by which funds are allocated in support of research
  • Review policies dealing with compliance with Federal and State regulations
