Chapter 89, Collective Bargaining in Public Employment, Â鶹´«Ã½ Revised Statutes, provides for 14 recognized bargaining units for all public employees throughout the State, including employees at the University of Â鶹´«Ã½.<\/li>\n<li>Each bargaining unit is represented by an employee representative, otherwise known as the employee organization or union. Exclusive representatives and public employers (e.g. State, Counties, Judiciary, University of Â鶹´«Ã½) negotiate agreements covering all employees within a bargaining unit with respect to wages, hours, and other terms and conditions of employment.<\/li>\n<li>Depending on the nature of their positions, most employees working the University are included within the bargaining units listed below.\n<ul>\n<li>Civil service personnel working at the University are included in Units 1, 2, 3, 4, 9, and 10.<\/li>\n<li>Non-civil service personnel such as <span  aria-label=\"Faculty: Includes positions typically requiring an advance degree, such as instructors, researchers, specialists, librarians, and extension agents.\"  data-cmtooltip=\"Includes positions typically requiring an advance degree, such as instructors, researchers, specialists, librarians, and extension agents.\" class=\"glossaryLink \">faculty<\/span> members and <span  aria-label=\"Administrative, Professional and Technical (APT): Includes professional, non-faculty, staff type positions that require a baccalaureate degree. These positions provide support in instructional, research, student services and administrative areas.\" class=\"glossaryLink \">administrative, professional and technical (APT)<\/span> staff are Board of Regents appointees and are included in Units 7 and 8, respectively.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2>UNIT 1 &ndash; Blue Collar, Non-Supervisory<\/h2>\n<p>Bargaining unit 1 includes public employees in non-supervisory blue collar-type positions, including but not limited to: janitors, groundskeepers, building maintenance workers, trades workers, etc. The <a href=\"http:\/\/upwhawaii.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">United Public Workers (UPW), AFSCME, Local 646, AFL-CIO<\/a> serves as the exclusive bargaining representative (i.e. Union) for employees included in bargaining unit 1.<\/p>\n<h2>UNIT 2 &ndash; Blue Collar, Supervisory<\/h2>\n<p>Bargaining unit 2 includes public employees in supervisory blue collar positions, including but not limited to: building maintenance supervisors, janitor supervisors, trades supervisors, plumber supervisors, etc. The <a href=\"https:\/\/www.hgea.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Â鶹´«Ã½ Government Employees Association (HGEA), AFSCME, Local 152, AFL-CIO<\/a> serves as the exclusive bargaining representative (i.e. Union) for employees included in bargaining unit 2.<\/p>\n<h2>UNIT 3 &ndash; White Collar, Non-Supervisory<\/h2>\n<p>Bargaining unit 3 includes public employees in non-supervisory white collar-type positions, including but not limited to: secretaries, library technicians, office assistants, security officers, etc. The <a href=\"https:\/\/www.hgea.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Â鶹´«Ã½ Government Employees Association (HGEA), AFSCME, Local 152, AFL-CIO<\/a> serves as the exclusive bargaining representative (i.e. Union) for employees included in bargaining unit 3.<\/p>\n<h2>UNIT 4 &ndash; White Collar, Supervisory<\/h2>\n<p>Bargaining unit 4 includes public employees in supervisory white collar-type positions, including but not limited to: clerical supervisors, data entry supervisors, etc. The <a href=\"https:\/\/www.hgea.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Â鶹´«Ã½ Government Employees Association (HGEA), AFSCME, Local 152, AFL-CIO<\/a> serves as the exclusive bargaining representative (i.e. Union) for employees included in bargaining unit 4.<\/p>\n<h2>UNIT 7 &ndash; Faculty<\/h2>\n<p>Bargaining unit 7 is comprised of University of Â鶹´«Ã½ Board of Regents appointees in <span  aria-label=\"Faculty: Includes positions typically requiring an advance degree, such as instructors, researchers, specialists, librarians, and extension agents.\"  data-cmtooltip=\"Includes positions typically requiring an advance degree, such as instructors, researchers, specialists, librarians, and extension agents.\" class=\"glossaryLink \">faculty<\/span> positions within the University of Â鶹´«Ã½ System (i.e. UH-M&#257;noa, UH-Hilo, UH-West O&#699;ahu, Â鶹´«Ã½ Community College, Honolulu Community College, Kapi&#699;olani Community College, Kaua&#699;i Community College, Leeward Community College, Maui College, and Windward Community College). The <a href=\"https:\/\/www.uhpa.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">University of Â鶹´«Ã½ Professional Assembly<\/a> serves as the exclusive bargaining representative (i.e. Union) for employees included in bargaining unit 7.<\/p>\n<h2>UNIT 8 &ndash; Administrative, Professional, &amp; Technical<\/h2>\n<p>Bargaining unit 8 is comprised of University of Â鶹´«Ã½ Board of Regents appointees in administrative, professional, technical (i.e. <span  aria-label=\"APT: Administrative, Professional and Technical\"  data-cmtooltip=\"Administrative, Professional and Technical\" class=\"glossaryLink \">APT<\/span>) positions within the University of Â鶹´«Ã½ System (i.e. UH-M&#257;noa, UH-Hilo, UH-West O&#699;ahu, Â鶹´«Ã½ Community College, Honolulu Community College, Kapi&#699;olani Community College, Kaua&#699;i Community College, Leeward Community College, Maui College, and Windward Community College). <span  aria-label=\"APT: Administrative, Professional and Technical\"  data-cmtooltip=\"Administrative, Professional and Technical\" class=\"glossaryLink \">APT<\/span> positions include but are not limited to: IT specialists, contracts and grants specialists, fiscal specialists, research associates, student service specialists, architects, etc. The <a href=\"https:\/\/www.hgea.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Â鶹´«Ã½ Government Employees Association (HGEA), AFSCME, Local 152, AFL-CIO<\/a> serves as the exclusive bargaining representative (i.e. Union) for employees included in bargaining unit 8.<\/p>\n<h2>UNIT 9 &ndash; Registered Professional Nurses<\/h2>\n<p>Bargaining unit 9 is comprised of civil service registered nurses throughout the State of Â鶹´«Ã½. The <a href=\"https:\/\/www.hgea.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Â鶹´«Ã½ Government Employees Association (HGEA), AFSCME, Local 152, AFL-CIO<\/a> serves as the exclusive bargaining representative (i.e. Union) for employees included in bargaining unit 9.<\/p>\n<h2>UNIT 10 &ndash; Institutional, Health &amp; Correctional<\/h2>\n<p>Bargaining unit 10 includes public employees in positions that include but are not limited to: food and drug inspectors, occupational therapists, parole officers, para medical assistants, etc. The <a href=\"http:\/\/upwhawaii.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">United Public Workers (UPW), AFSCME, Local 646, AFL-CIO<\/a> serves as the exclusive bargaining representative (i.e. Union) for employees included in bargaining unit 10.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Hawai\u02bbi State Constitution grants public employees in the State the right to organize for the purpose of collective bargaining &hellip;
