The update included steps on how the university was honoring the <a href=\"https:\/\/www.hawaii.edu\/news\/2017\/08\/23\/resolution-affirming-collaborative-stewardship-of-maunakea\/\">board\u2019s 2017 resolution affirming collaborative stewardship of the mauna (mountain)<\/a>.<\/p>\n<p>&ldquo;It needs to be clear to the public and the community that we are listening to what we hear and that our actions moving forward show how we are making your resolution and our verbal commitments in the past, real,&rdquo; said <abbr>UH<\/abbr> President <a href=\"https:\/\/www.hawaii.edu\/leadership\/david-lassner\/\"><strong>David Lassner<\/strong><\/a>, who also stated that <abbr>UH<\/abbr> must move beyond its strengths in astronomy and continue to improve protection of Maunakea\u2019s environment and cultural resources.<\/p>\n<p>&ldquo;(We need a) a stronger emphasis on cultural practice, history and education as co-equals with the work we have been doing so far. Balanced stewardship is absolutely essential.&rdquo;<\/p>\n<h2>The topics updated<\/h2>\n<h3>Administrative rules for the public and commercial activities<\/h3>\n<p>The university is proceeding with the administrative rules process for public and commercial activities on Maunakea. <\/p>\n<p>&ldquo;Rules provide the opportunity for us to implement regulations and rates for commercial tour operators,&rdquo; said Lassner. &ldquo;This is also the means for us to control excessive traffic on the mountain, which we are often criticized for not doing. The rules themselves are the single most significant, outstanding action remaining from the 2014 audit, which otherwise was fairly complimentary of our stewardship.&rdquo;<\/p>\n<p>At the meeting, the regents approved a request to Governor David Ige to allow <abbr>UH<\/abbr> to hold public hearings on the administrative rules. <a href=\"https:\/\/youtu.be\/Wp6KahUa5Qc?t=1m41s\">(See video)<\/a><\/p>\n<h3>Maunakea senior advisor appointed<\/h3>\n<p><a href=\"https:\/\/www.hawaii.edu\/news\/2018\/02\/12\/chun-appointed-maunakea-senior-advisor\/\">Maunakea Management Board Chair and <abbr>UH<\/abbr> faculty member Greg Chun was appointed senior advisor on Maunakea<\/a> in February 2018 and has assumed a major role in advising <abbr>UH<\/abbr> leadership. <a href=\"https:\/\/youtu.be\/Wp6KahUa5Qc?t=4m55s\">(See video)<\/a><\/p>\n<h3>Environmental Impact Statement process begins for new land authorization<\/h3>\n<p>The <a href=\"https:\/\/www.hawaii.edu\/news\/2018\/02\/23\/public-input-environmental-process-for-maunakea\/\">public comments were gathered at three open houses in March<\/a> and a draft of the Environmental Impact Statement (<abbr>EIS<\/abbr>) is currently in development. The <abbr>EIS<\/abbr> will be used for the proposed new land authorization to replace the two existing leases and easement for <abbr>UH<\/abbr> managed lands on Maunakea. <a href=\"https:\/\/youtu.be\/Wp6KahUa5Qc?t=5m51s\">(See video)<\/a><\/p>\n<h3>Cultural resources management actions adopted<\/h3>\n<p>The actions to protect Native Hawaiian cultural resources were developed by Kahu K\u016b Mauna and approved by the Maunakea Management Board in May 2018. This was identified as an outstanding item in the state auditor\u2019s <a href=\"http:\/\/files.hawaii.gov\/auditor\/Reports\/2017\/17-06.pdf\">2017 Follow-Up Audit of the Management of Mauna Kea<\/a> (<small><abbr title=\"portable document format\">PDF<\/abbr><\/small>). <a href=\"https:\/\/youtu.be\/Wp6KahUa5Qc?t=6m19s\">(See video)<\/a><\/p>\n<h3>Request for nominees for Maunakea Management Board members<\/h3>\n<p>In the spirit of collaborative stewardship, President Lassner and <abbr>UH<\/abbr> Hilo Interim Chancellor Marcia Sakai sent requests for suggested nominees to serve on the Maunakea Management Board to the Office of Hawaiian Affairs, Conservation Council for <span aria-label=\"Hawaii\">Âé¶¹´«Ã½<\/span>, Department of Hawaiian Homelands, Department of Land and Natural Resources, the three <span aria-label=\"Hawaii\">Âé¶¹´«Ã½<\/span> Island chambers of commerce, <span aria-label=\"Hawaii\">Âé¶¹´«Ã½<\/span> County Mayor Harry Kim and the <span aria-label=\"Hawaii\">Âé¶¹´«Ã½<\/span> Island state lawmakers. <a href=\"https:\/\/youtu.be\/Wp6KahUa5Qc?t=6m54s\">(See video)<\/a><\/p>\n<h3>Telescope decommissioning update<\/h3>\n<p>An announcement on a new site for the Hokukea teaching telescope is expected by the end of the year, and the latest on the CalTech Submillimeter decommissioning process. <a href=\"https:\/\/youtu.be\/Wp6KahUa5Qc?t=7m59s\">(See video)<\/a><\/p>\n<h3>New model for telescope lease payments<\/h3>\n<p>Discussions have begun with the Maunakea observatories regarding increasing sub lease payments to support stewardship and additional community benefits. All current leases, except for <abbr>TMT<\/abbr>&#8216;s, were entered into last century in good faith, and remain binding in effect. The university does not intend to renege on those legal agreements.
