  {"id":54488,"date":"2016-12-29T08:44:17","date_gmt":"2016-12-29T18:44:17","guid":{"rendered":"http:\/\/www.hawaii.edu\/news\/?p=54488"},"modified":"2019-02-27T13:01:57","modified_gmt":"2019-02-27T23:01:57","slug":"uh-affirms-commitments-to-undocumented-and-all-students","status":"publish","type":"post","link":"https:\/\/www.hawaii.edu\/news\/2016\/12\/29\/uh-affirms-commitments-to-undocumented-and-all-students\/","title":{"rendered":"<abbr title=\"University of Hawaii\">UH<\/abbr> affirms commitments to undocumented and all students"},"content":{"rendered":"<span class=\"span-reading-time rt-reading-time\" style=\"display: block;\"><span class=\"rt-label rt-prefix\">Reading time: <\/span> <span class=\"rt-time\"> &lt; 1<\/span> <span class=\"rt-label rt-postfix\">minute<\/span><\/span><p><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2016\/12\/gnrc-students2.jpg\" alt=\"Students in a lecture hall\" width=\"620\" height=\"367\" class=\"size-full wp-image-54499\" srcset=\"https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2016\/12\/gnrc-students2.jpg 620w, https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2016\/12\/gnrc-students2-260x154.jpg 260w\" sizes=\"auto, (max-width: 620px) 100vw, 620px\" \/><\/p>\n<p class=\"clear-photo\"><em>University of <span aria-label=\"Hawaii\">Âé¶¹´«Ã½<\/span> President <a href=\"http:\/\/www.hawaii.edu\/leadership\/david-lassner\/\"><strong>David Lassner<\/strong><\/a> shared a message on December 29 to students, faculty and staff of the <abbr title=\"University of Hawaii\">UH<\/abbr> campuses.<\/em><\/p>\n<p>To our <abbr>UH<\/abbr> System &#699;ohana:<\/p>\n<p>The University of <span aria-label=\"Hawaii\">Âé¶¹´«Ã½<\/span> is steadfast in our commitment to serve all members of our community, regardless of citizenship status.\u00a0Well over three years ago the <abbr>UH<\/abbr> Board of Regents adopted a policy to extend eligibility for resident tuition rates to undocumented students, including but not limited to those who have filed for Deferred Action for Childhood Arrivals (DACA).\u00a0And more recently, I proudly joined with hundreds of college and university presidents to publicly support continuation of the <abbr>DACA<\/abbr> program by the federal government.\u00a0Our undocumented students are an integral part of our community and will continue to be extended all the rights, privileges and services available to our students, from application through graduation.\u2028\u2028<\/p>\n<p>We will afford our undocumented students protections under all applicable laws. <abbr>UH<\/abbr> does not maintain lists of students by immigration status or national origin, and will continue to utilize and abide by the Family Educational Rights and Privacy Act (FERPA), which protects against most releases of students&#8217; personal information, including immigration status, without the written permission of the student or a subpoena or court order.<\/p>\n<p>\u2028\u2028<abbr>UH<\/abbr> security staff are not sworn officers of the law; they do not and will not enforce immigration laws, which are the purview of the federal government.\u00a0<abbr\">UH<\/abbr> will not voluntarily support efforts to deport our students based solely on their immigration status.\u00a0Immigration law is highly specialized and we encourage concerned students to educate themselves regarding options and resources. The <a href=\"http:\/\/www.nilc.org\/issues\/daca\/\">National Immigration Law Center<\/a> provides useful information, and <abbr>UH<\/abbr> has proactively reached out to confirm that the local <abbr title=\"American Civil Liberties Union\">ACLU<\/abbr> is available and willing to assist our students with legal concerns.<\/p>\n<p>\u2028\u2028The university also provides a wide array of support services for all of our students, including those who may be undocumented.\u00a0Students or others who experience intimidation or harassment should report it to campus authorities, and those who need assistance coping should reach out to campus support services, such as counseling centers.\u2028\u2028<\/p>\n<p>While there are calls locally and nationally for the creation of &ldquo;sanctuary campuses,&rdquo; such a designation has no clear definition nor any legal significance.\u00a0We commit to do all we can under the law to protect our undocumented students and members of the <abbr title=\"University of Hawaii\">UH<\/abbr> community from harassment and unlawful invasions of privacy.\u2028\u2028<\/p>\n<p>As our state&#8217;s only public higher education system we have a deep responsibility to provide high-quality affordable education to advance our people, our communities and our islands.\u00a0That mission requires that we support and celebrate diversity, respect and caring.\u00a0We must support free speech and free expression even as we\u00a0work to overcome intolerance and prohibit harassment based on immigration status, race, religion, national origin, gender, <abbr title=\"lesbian, gay, bisexual, transexual, queer, plus\">LGBTQ&#43;<\/abbr> status or disability.
