{"id":48853,"date":"2016-08-18T13:19:45","date_gmt":"2016-08-18T23:19:45","guid":{"rendered":"http:\/\/www.hawaii.edu\/news\/?p=48853"},"modified":"2019-02-12T14:23:23","modified_gmt":"2019-02-13T00:23:23","slug":"presidents-august-2016-board-of-regents-meeting-report","status":"publish","type":"post","link":"https:\/\/www.hawaii.edu\/news\/2016\/08\/18\/presidents-august-2016-board-of-regents-meeting-report\/","title":{"rendered":"President\u2019s August 2016 Board of Regents meeting report"},"content":{"rendered":"<span class=\"span-reading-time rt-reading-time\" style=\"display: block;\"><span class=\"rt-label rt-prefix\">Reading time: <\/span> <span class=\"rt-time\"> 4<\/span> <span class=\"rt-label rt-postfix\">minutes<\/span><\/span><div class=\"responsive-video-wrap\"><iframe loading=\"lazy\" width=\"620\" height=\"349\" src=\"https:\/\/www.youtube.com\/embed\/5IBfc-cGzkw?showinfo=0\" title=\"Youtube video player\" allowfullscreen><\/iframe><\/div>\n<p>University of <span aria-label=\"Hawaii\">Â鶹´«Ã½<\/span> President David Lassner made his report to the Board of Regents at their meeting, August 18, 2016.<\/p>\n<ol>\n<li><a href=\"#Pacific\">Pacific Disaster Center at the Olympics<\/a><\/li>\n<li><a href=\"#ICUN\"><abbr title=\"University of Hawaii\">UH<\/abbr> at the <abbr title=\"International Union for the Conservation of Nature\">IUCN<\/abbr> World Conservation Congress<\/a><\/li>\n<\/ol>\n<h2 id=\"Pacific\">Pacific Disaster Center at the Olympics<\/h2>\n<p>The <a href=\"http:\/\/www.pdc.org\/\">Pacific Disaster Center<\/a> (PDC) is a major federal Department of Defense program in the <a href=\"http:\/\/mauitechpark.com\/\">Maui Research and Technology Park<\/a> that has been managed by <abbr>UH<\/abbr> since 2006. The <abbr>PDC<\/abbr> provides geospatial information and analytical support and tools to improve resilience in the event of natural and man-made disasters. <abbr>PDC<\/abbr> supports the <abbr title=\"United States\">U.S.<\/abbr> government, the State of <span aria-label=\"Hawaii\">Â鶹´«Ã½<\/span> and nations in the Asia-Pacific region and beyond.<\/p>\n<p>A major event like the Olympics has significant requirements for the preparation, detection and response to disasters. <abbr title=\"Southern Command\">SOUTHCOM<\/abbr> and its partners (<abbr title=\"National Geospatial-Intelligence Agency\">NGA<\/abbr>, <abbr title=\"Defense Threat Reduction Agency\">DTRA<\/abbr>, etc.) have decided to use the <abbr>PDC<\/abbr> <abbr title=\"Real-Time Automated Personnel Identification System\">RAPIDS<\/abbr> system for monitoring\/response to 2016 Olympics games. <abbr>RAPIDS<\/abbr> is the <abbr>PDC<\/abbr> software platform already in wide use by local, national and international disaster management professionals. In preparation for the Olympics, <abbr>PDC<\/abbr> updated <abbr>RAPIDS<\/abbr> with relevant data (Olympic venues, Rio de Janeiro information, etc.) and <abbr>PDC<\/abbr> staff are on high alert until after the games to maximize <abbr>RAPIDS<\/abbr> uptime and availability.<\/p>\n<p>The Enhanced Joint Operating Center is a 24\/7 activity during the Olympics. They have <abbr>RAPIDS<\/abbr> on their &ldquo;wall of knowledge&rdquo; taking half of their big screens with a setup similar to what is used at <abbr>SOUTHCOM<\/abbr>.<\/p>\n<h2  id=\"ICUN\"><abbr>UH<\/abbr> at the <abbr>IUCN<\/abbr> World Conservation Congress<\/h2>\n<p>The World Conservation Congress (WCC) of the International Union for the Conservation of Nature (IUCN) is the world&#8217;s premiere conservation organization and event. It meets every four years, and the meeting in <span aria-label=\"Hawaii\">Â鶹´«Ã½<\/span> next month is the first time the group has met in the <abbr>U.S.<\/abbr> It is considered by planners and the <abbr>U.S.<\/abbr> government to be <abbr title=\"Asia-Pacific Economic Cooperation\">APEC<\/abbr>-like.<\/p>\n<p><abbr>UH<\/abbr> has been an integral part of the team responsible for pitching <span aria-label=\"Hawaii\">Â鶹´«Ã½<\/span> to <abbr>IUCN<\/abbr> and for planning our work as the hosts. In addition, <abbr>UH<\/abbr> scientists, researchers, scholars, faculty and students are participating in a broad range of initiatives before, during and after the formal 10-day event. <abbr>IUCN<\/abbr> <abbr>WCC<\/abbr> offers <span aria-label=\"Hawaii\">Â鶹´«Ã½<\/span> a unique opportunity to share lessons that we have learned from living in the world&#8217;s most geographically remote islands, learn from other communities facing similar conservation and sustainability challenges and leverage international resources to bolster and support lasting efforts in conservation locally long after the congress is gone. <abbr>UH<\/abbr> is involved in more than 18 conference events (workshop\/panel\/presentation) with more than 20 students, faculty and staff formally participating. Some selected highlights include:<\/p>\n<p><strong>World Commission on Environmental Law Programming (William S. Richardson School of Law)<\/strong><\/p>\n<ul>\n<li>This one-day event provides a specific opportunity for all associated with the <abbr>IUCN<\/abbr> World Conservation Congress to focus on the role of the judiciary around the world in the protection the environment in general and the conservation of nature in particular.<\/li>\n<\/ul>\n<p><strong>Workshop: Living Shorelines on Tropical Islands: Creating and maintaining healthy coastal systems and improving community resilience in the face of climate change (<abbr title=\"School of Ocean and Earth Science and Technology\">SOEST<\/abbr>)<\/strong><\/p>\n<ul>\n<li>Living Shorelines integrate habitat restoration techniques, coastal engineering and conservation to mitigate coastal hazards and climate change through the incorporation of natural elements. While used effectively in mainland coastal areas, living shorelines in tropical island settings will look and function differently. Participants in this workshop will roll up their sleeves and work with living shoreline models from a variety of tropical settings and brainstorm decision guidelines.<\/li>\n<\/ul>\n<p><strong>Knowledge Caf&#233;: Developing Pilina with Place Through Kilo, environmental Observations and Interpretation of Hawaiian Place Names, Wahi Pana (<abbr>UH<\/abbr> Hilo)<\/strong><\/p>\n<ul>\n<li>This session is designed to introduce participants to the application of cultural practice in scientific research conducted in <span aria-label=\"Hawaii\">Â鶹´«Ã½<\/span> by bringing scientists and cultural practitioners together to exchange knowledge about their practices and relationship to their natural resources to develop a methodology that implements both knowledge systems.<\/li>\n<\/ul>\n<p>More broadly, <abbr>UH<\/abbr> will be sharing our rich history of leading-edge research in conservation, climate change and the natural sciences. For example, the Keeling Curve graph, made famous by Al Gore&#8217;s breakthrough climate change documentary <em>An Inconvenient Truth<\/em>, which plots the ongoing change in concentration of carbon dioxide in Earth&#8217;s atmosphere since 1958, is based on continuous measurements taken at the Mauna Loa Observatory on <span aria-label=\"Hawaii\">Â鶹´«Ã½<\/span> Island that began under the supervision of Charles David Keeling. Examples of other major <abbr>UH<\/abbr> conservation research and engagement highlights include:<\/p>\n<ul>\n<li>Our new <span aria-label=\"Ike\">&#699;Ike<\/span> Wai $20<abbr title=\"million\">M<\/abbr> research partnership (supported by the National Science Foundation <abbr title=\"Experimental Program to Stimulate Competitive Research \">EPSCoR<\/abbr> program) seeks to address critical gaps in the understanding of <span aria-label=\"Hawaii\">Â鶹´«Ã½<\/span>&#8217;s water supply that limit decision-making, planning, and crisis responses <abbr>UH<\/abbr> coral reef research, also highlighted last month at the International Coral Reef Symposium at the <span aria-label=\"Hawaii\">Â鶹´«Ã½<\/span> Convention Center, seeks to reverse the rapid coral reef decline we are observing as ocean temperatures rise and oceans become more acidic, corals are declining in record numbers <\/li>\n<li><abbr>UH<\/abbr> researchers are working to combat Rapid <span aria-label=\"Ohia\">&#699;&#332;hi&#699;a<\/span> Death, a fungal disease with the potential to wipe out the indigenous tree on <span aria-label=\"Hawaii\">Â鶹´«Ã½<\/span> Island and perhaps even throughout the state. At the same time we are banking seeds to protect against losing the species forever.<\/li>\n<li>The Ala Wai Canal is oft-cited as one of the most heavily polluted water bodies in the nation and sits within the Ala Wai watershed, which includes Waik&#299;k&#299; as well as M&#257;noa.
