The report, titled <em>Laggards to Leaders: How Three States Found Their Way Forward<\/em>, shows <span aria-label=\"Hawaii\">Âé¶¹´«Ã½<\/span> as ranking second among states with the highest aggregate gains on the <a href=\"http:\/\/nces.ed.gov\/nationsreportcard\/\">National Assessment of Educational Progress<\/a> (<abbr>NAEP<\/abbr>) between 2005-2013.<\/p>\n<p>The report credits the <span aria-label=\"Hawaii\">Âé¶¹´«Ã½<\/span> Department of Education&#8217;s ability to collaborate, foster relationships with the community and apply ongoing pressure to strive higher for its increase in <abbr>NAEP<\/abbr> scores. The report also highlights the work of <a href=\"http:\/\/www.p20hawaii.org\/\"><span aria-label=\"Hawaii\">Âé¶¹´«Ã½<\/span> P-20 Partnerships for Education<\/a>, a statewide partnership led by the <a href=\"http:\/\/earlylearning.hawaii.gov\/\">Executive Office on Early Learning<\/a>, the <a href=\"http:\/\/www.hawaiipublicschools.org\/Pages\/Home.aspx\"><span aria-label=\"Hawaii\">Âé¶¹´«Ã½<\/span> State Department of Education<\/a> and the <a href=\"http:\/\/hawaii.edu\/\">University of <span aria-label=\"Hawaii\">Âé¶¹´«Ã½<\/span> System<\/a>.<\/p>\n<p>&ldquo;Perhaps <span aria-label=\"Hawaii\">Âé¶¹´«Ã½<\/span>&#8217;s signature collaboration is the <span aria-label=\"Hawaii\">Âé¶¹´«Ã½<\/span> P\u201320 Partnerships for Education,&rdquo; according to the report. It says the organization runs innovative programs, helps agencies share data, and convenes stakeholders to develop goals and strategies.<\/p>\n<p><span aria-label=\"Hawaii\">Âé¶¹´«Ã½<\/span> P-20 is a division at the <abbr>UH<\/abbr> System that works to strengthen the education pipeline from early childhood through higher education so that all students achieve college and career success.
