The change, published in the Federal Register alongside a species-specific 4(d) rule, reflects more than 50 years of conservation work that has brought the long-legged waterbird back from the brink. The recovery is documented in a new study led by researchers from the University of <span lang=\"haw\">Âé¶¹´«Ã½<\/span> at <span lang=\"haw\">M&#257;noa\u2019s<\/span> <a href=\"https:\/\/cms.ctahr.hawaii.edu\/\">College of Tropical Agriculture and Human Resilience<\/a> (<abbr>CTAHR<\/abbr>) and their partners, published in <a href=\"https:\/\/academic.oup.com\/condor\/advance-article\/doi\/10.1093\/ornithapp\/duag037\/8554099\"><em>Ornithological Applications<\/em><\/a>.<\/p>\n<p>Once abundant across the Hawaiian Islands, the <span lang=\"haw\">Ae&#699;o<\/span> dwindled to roughly 200 birds in the 1940s after decades of overhunting, the loss of wetlands to agriculture and development, and the spread of invasive predators. They found that nesting success and chick fledging success improved measurably over time, providing evidence that management actions such as predator control and habitat restoration are working.<\/p>\n<p>&ldquo;This is a bright spot story,&rdquo; said Melissa Price, associate professor in <abbr>CTAHR<\/abbr>\u2019s Department of Natural Resources and Environmental Management. &ldquo;So many species across <span lang=\"haw\">Âé¶¹´«Ã½<\/span> are in decline. The <span lang=\"haw\">ae&#699;o<\/span> demonstrates how community can work in partnership with conservation managers to achieve recovery and rebuild relationships with our native species.&rdquo;<\/p>\n<h2>A promising path<\/h2>\n<figure id=\"attachment_237643\" aria-describedby=\"caption-attachment-237643\" style=\"width: 300px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2026\/07\/manoa-ctahr-hawaiian-stilt-2-300x300.jpg\" alt=\"bird\" width=\"300\" height=\"300\" class=\"size-medium wp-image-237643\" srcset=\"https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2026\/07\/manoa-ctahr-hawaiian-stilt-2-300x300.jpg 300w, https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2026\/07\/manoa-ctahr-hawaiian-stilt-2-130x130.jpg 130w, https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2026\/07\/manoa-ctahr-hawaiian-stilt-2.jpg 676w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><figcaption id=\"caption-attachment-237643\" class=\"wp-caption-text\">(Photo credit: Melissa Price)<\/figcaption><\/figure>\n<p>Expanding managed wetland habitat is the key to increasing the <span lang=\"haw\">Ae&#699;o<\/span> population. <span lang=\"haw\">Ae&#699;o<\/span> readily colonize restored and managed wetlands, and recent work has documented the birds nesting in restored Indigenous wetland agro-ecosystems. As sea-level rise threatens existing coastal wetlands, these community- and culturally-grounded restoration efforts offer both new habitat and a model for stewardship.<\/p>\n<p>The new rule accompanying the reclassification is designed to keep the momentum going. It allows certain activities that benefit the <span lang=\"haw\">A&#699;eo<\/span> to continue, including habitat management and restoration work, even where such activities would otherwise be restricted under the Act. This flexibility is intended to sustain the partnerships and on-the-ground care that the species still depends on as it progresses toward full recovery.<\/p>\n<p>The authors are careful to call the <span lang=\"haw\">Ae&#699;o<\/span> a &ldquo;conservation success story in progress.&rdquo; Like many native Hawaiian species, it remains conservation-reliant: dependent on ongoing predator control, water management and habitat protection.<\/p>\n<p>&ldquo;Downlisting doesn&#8217;t mean the work is done,&rdquo; said lead author Jessica Idle, a manager with the <abbr title=\"University of Hawaii\">UH<\/abbr> <span lang=\"haw\">M&#257;noa<\/span> Pacific Cooperative Studies Unit. &ldquo;It means the work is paying off. Continued monitoring and management, especially expanding protected wetland habitat, will be essential to keep the population growing.&rdquo;<\/p>\n<p>The research was a collaboration among <abbr>UH<\/abbr> <span lang=\"haw\">M&#257;noa,<\/span> the <abbr>U.S.<\/abbr> Fish and Wildlife Service, the <span lang=\"haw\">Âé¶¹´«Ã½<\/span> Department of Land and Natural Resources, Tufts
