  {"id":223015,"date":"2025-10-02T12:25:18","date_gmt":"2025-10-02T22:25:18","guid":{"rendered":"https:\/\/www.hawaii.edu\/news\/?p=223015"},"modified":"2025-10-02T14:16:05","modified_gmt":"2025-10-03T00:16:05","slug":"federal-cuts-impact-uh-students","status":"publish","type":"post","link":"https:\/\/www.hawaii.edu\/news\/2025\/10\/02\/federal-cuts-impact-uh-students\/","title":{"rendered":"New federal cuts impact <abbr>UH<\/abbr> students"},"content":{"rendered":"<span class=\"span-reading-time rt-reading-time\" style=\"display: block;\"><span class=\"rt-label rt-prefix\">Reading time: <\/span> <span class=\"rt-time\"> 2<\/span> <span class=\"rt-label rt-postfix\">minutes<\/span><\/span><p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2021\/12\/manoa-generic-campus-aerial-shot.jpg\" alt=\"aerial shot of buildings and mountains\" width=\"676\" height=\"381\" class=\"aligncenter size-full wp-image-153089\" srcset=\"https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2021\/12\/manoa-generic-campus-aerial-shot.jpg 676w, https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2021\/12\/manoa-generic-campus-aerial-shot-300x169.jpg 300w, https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2021\/12\/manoa-generic-campus-aerial-shot-130x73.jpg 130w\" sizes=\"auto, (max-width: 676px) 100vw, 676px\" \/><\/p>\n<p><em>This article by Native Hawaiian Initiative <span lang=\"haw\">Alaka&#699;i<\/span> (Coordinator) at the University of <span lang=\"haw\">Âé¶¹´«Ã½<\/span> at M\u0101noa Kamakanaokealoha Aquino was first published in <a href=\"https:\/\/kawaiola.news\/columns\/he-aupuni-palapala\/new-federal-cuts-impact-uh-students\/\">Ka Wai Ola on October 1<\/a>.<\/em><\/p>\n<p>On September 10, 2025, the United States Department of Education (<abbr>USDOE<\/abbr>) announced that it will end discretionary funding to several Minority-Serving Institutions (<abbr>MSI<\/abbr>).<\/p>\n<p><abbr>MSI<\/abbr>s are U.S. colleges or universities that enroll a significant percentage of minority and low-income students or were created with the explicit purpose of serving such populations. <abbr>MSI<\/abbr>s provide access to higher education for students historically underrepresented in colleges and receive federal funding under the Higher Education Act (<abbr>HEA<\/abbr>) to support these students.<\/p>\n<p>Some of these <abbr>MSI<\/abbr>s are known as Hispanic Serving Institutions, Predominantly Black Institutions, Asian American and Native American Pacific Islander Serving Institutions (<abbr>AANAPISI<\/abbr>), and Alaska Native and Native Hawaiian-Serving Institutions (<abbr>ANNH<\/abbr>).<\/p>\n<p>Each University of <span lang=\"haw\">Âé¶¹´«Ã½<\/span> (<abbr title=\"University of Hawaii\">UH<\/abbr>) campus has received federal government funding, known as Title <abbr title=\"Three\">III<\/abbr> funds, because they qualify as <abbr>AANAPIS<\/abbr> and\/or <abbr>ANNH<\/abbr> institutions. Title <abbr title=\"Three\">III<\/abbr> is a federal program for eligible institutions of higher education to become self-sufficient and expand their capacity to serve low-income students by providing funds to improve and strengthen academic quality, institutional management, and fiscal stability.<\/p>\n<p>Over the decades, these funds have been used to increase recruitment, retention, outreach, and graduation rates of Native Hawaiian, Pacific Islander, and Filipino students through various student support programs, campus collaborations, professional development for students, faculty and staff, as well as equipment and capital improvement plans for buildings and space to support these activities.<\/p>\n<p>A 2014 evaluation report on the effectiveness of Title <abbr title=\"Three\">III<\/abbr> funded programs across the <abbr>UH<\/abbr> system describes the impact of the funding:<\/p>\n<p>&ldquo;\u2026survey respondents who interacted in Title <abbr title=\"Three\">III<\/abbr> programming, attended Title <abbr title=\"Three\">III<\/abbr> events, or made use of Title <abbr title=\"Three\">III<\/abbr> resources reported significantly higher levels of sense of belonging and identity formation than other respondents. A common theme among both students and staff\/faculty concerned the nurturing environment Title <abbr title=\"Three\">III<\/abbr> programming and resources created on campuses throughout the system&rdquo; (<abbr title=\"page\">pp<\/abbr>. 1-2).<\/p>\n<p>Every campus in the <abbr>UH<\/abbr> system has received Title <abbr title=\"Three\">III<\/abbr> funding and has thus been able to produce such positive results.<\/p>\n<p>For example, over the past 25 years, Honolulu Community College (<abbr>HCC<\/abbr>) has used $20 million in Title <abbr title=\"Three\">III<\/abbr> funding to launch over a dozen new programs and initiatives. These projects are now a permanent part of the college, benefiting students for years to come. While each campus has received millions of Title <abbr title=\"Three\">III<\/abbr> dollars, not all initiatives have yet become a permanent part of the campus. Therefore, concern is high about how those projects will continue given the announcement that funding will be eliminated.<\/p>\n<p>It is concerning that the <abbr>USDOE<\/abbr> is viewing <abbr>MSI<\/abbr>s and the Title <abbr title=\"Three\">III<\/abbr> dollars as discriminatory when in fact, in our <span lang=\"haw\">Âé¶¹´«Ã½<\/span> context, they have been used to uplift and support not only Native Hawaiian, Pacific Island, and Filipino students, but all students who attend the 10 <abbr>UH<\/abbr> campuses.<\/p>\n<p><abbr>UH<\/abbr> leadership has committed to contingency planning to continue to support this important work. But the loss of millions of dollars will undoubtedly be difficult to replace. As one <abbr>UH<\/abbr> staff member said, &ldquo;When the k\u0101hea goes out, we will need support.
