The 2025 legislative session concluded on May 2. While not all of the funding requests submitted by the UH<\/abbr> Board of Regents (BOR<\/abbr>) at the beginning of the legislative session were included in the final state budget, the university appreciates the funding we did receive, and we believe it could have a positive impact on our 10 UH<\/abbr> campuses and the State of Â鶹´«Ã½<\/span>.<\/p>\n

Overall, State general funds account for approximately 50% of UH<\/abbr>\u2019s operating budget, and depending on the individual campus, general funds can represent as much as 70% of their annual budget. This level of funding places UH<\/abbr> amongst the top third of public universities in terms of the degree of state support in the U.S.<\/p>\n

This significant legislative support has allowed UH<\/abbr> to keep tuition relatively flat for the past eight years. When adjusted for inflation, the cost of attending a UH<\/abbr> campus is actually lower today than it was in 2017, a rare achievement in higher education or any industry, for that matter.<\/p>\n

UH<\/abbr> will continue to work with the State and the Legislature to advocate for additional funding to support new initiatives and excellent programs.<\/p>\n

UH<\/abbr> Cancer Center and JABSOM<\/abbr><\/h2>\n

One potentially positive outcome of the 2025 legislative session relates to the UH<\/abbr> Cancer Center and passage of a bill that increases the cigarette tax from 16 to 18 cents per cigarette. The new revenue will be dedicated to covering the UH<\/abbr> Cancer Center\u2019s debt service until 2030 and could provide additional financial stability for the center.<\/p>\n

The BOR<\/abbr> had also requested: $6.9 million a year for the Cancer Center and $2.7 million a year for John A. Burns School of Medicine (JABSOM<\/abbr>) for each year of the biennium budget. The Governor\u2019s budget included: $9.4 million a year for the Cancer Center, $1.1 million in FY<\/abbr>26 and $1.5 million in FY<\/abbr>27 for JABSOM. This specific funding was not included in the budget.<\/p>\n

In order to meet financial obligations in these areas, the programs and university will draw upon existing university funds. I expect that we will continue advocating for additional support in the next legislative session.<\/p>\n

Athletics<\/h2>\n

Also some positive news for UH<\/abbr> M\u0101noa and UH<\/abbr> Hilo athletics. The Legislature permanently added $3.2 million annual for UH<\/abbr> M\u0101noa Athletics, matching the BOR<\/abbr>\u2019s request. UH<\/abbr> Hilo Athletics received a $500,000 increase in its base budget (the BOR<\/abbr> had requested $800,000). Previously, the money was not part of the base budget, which meant we had to make the funding request each session.<\/p>\n

A proposed $12.8 million increase for UH<\/abbr> M\u0101noa Athletics that was requested by Governor Green and numerous community partners, and strongly supported by UH<\/abbr>, was not included in the final budget.<\/p>\n

The request aimed to help UH<\/abbr> remain competitive in the rapidly evolving landscape of Division I<\/abbr> athletics. A pending settlement in the House v.<\/abbr> NCAA<\/abbr> lawsuit would eliminate scholarship caps and expand roster limits, allowing schools to award scholarships to more student-athletes. If implemented, this change would significantly increase costs for UH<\/abbr> M\u0101noa to stay competitive.<\/p>\n

Nursing programs and Â鶹´«Ã½<\/span> Promise<\/h2>\n

The Legislature did fund several of the requested nursing initiatives, including a joint UH<\/abbr> M\u0101noa–UH<\/abbr> West Oʻahu<\/span> nursing collaboration, a new Pre-Nursing Pathway at UH<\/abbr> West Oʻahu<\/span>, and an expansion of the nursing cohort size at UH<\/abbr> Hilo.<\/p>\n

However, the university\u2019s long-standing request to expand the Â鶹´«Ã½<\/span> Promise needs based scholarship program to four-year campuses was not approved. The last dollar program will continue to serve students at UH<\/abbr>\u2019s seven community colleges. The university is considering other alternatives to help students at the four years with proven need.<\/p>\n

Overall budget request and outcome<\/h2>\n

The BOR<\/abbr>\u2019s biennium budget included requests for $37.8 million in FY<\/abbr>26 and $38.7 million in FY<\/abbr>27. The final legislative budget provided $9.3 million in FY<\/abbr>26 and $9.8 million in FY<\/abbr>27.<\/p>\n

On the capital improvement side of the budget, there were a few notable developments. One of the most significant involves student housing improvements at the M\u0101noa campus. The BOR<\/abbr> requested $61.5 million in FY<\/abbr>26 and $57 million in FY<\/abbr>27 in state-financed General Obligation (GO<\/abbr>) Bonds.<\/p>\n

The Legislature approved half of that amount through GO<\/abbr> Bonds and authorized UH<\/abbr> to issue revenue bonds for the remaining portion, which will require new income streams to cover future debt service.<\/p>\n

Lawmakers passed a measure allowing UH<\/abbr> to issue $30.7 million in revenue bonds in FY<\/abbr>26 for student housing improvements. However, this is still less than half of what was requested and for what was appropriated across the biennium in the budget. UH<\/abbr> will need to return next session to seek authorization for the remaining balance.<\/p>\n

In total, the Board requested $381 million in FY<\/abbr>26 and $331.2 million in FY<\/abbr>27 to meet critical capital needs systemwide. The Legislature ultimately appropriated $178.5 million for FY<\/abbr>26 and $38.5 million for FY<\/abbr>27 in GO<\/abbr> Bonds.<\/p>\n

The University is grateful for the level of support demonstrated from the Legislature and the Governor with the continued investment in the University of Â鶹´«Ã½<\/span>. Future work remains to collaboratively address the evolving needs of our students, faculty and staff across all ten campuses.<\/p>\n

The UH<\/abbr> administration is currently reviewing all enacted legislation from multiple angles to evaluate potential impacts and next steps. Of the 322 bills passed this session, 84 are expected to have either a direct or indirect impact on UH<\/abbr>—ranging from operational and policy considerations to broader institutional concerns—for the university.<\/p>\n

Gov. Green has until July 9, 2025, to sign, veto or allow bills to become law without his signature.
