The county\u2019s legislation is called the <span aria-label=\"Kauai\">Kaua&#699;i<\/span> Sea Level Rise Constraint District Ordinance.<\/p>\n<p>&ldquo;<span aria-label=\"Kauai\">Kaua&#699;i<\/span> County has made it a priority to base their development policies on solid scientific modeling,&rdquo; said Chip Fletcher, interim dean of the <abbr title=\"University of Hawaii\">UH<\/abbr> M&#257;noa <a href=\"https:\/\/www.soest.hawaii.edu\/soestwp\/\">School of Ocean and Earth Science and Technology<\/a> and director of <abbr>CRC<\/abbr>. &ldquo;The University of <span aria-label=\"Hawaii\">Âé¶¹´«Ã½<\/span> at M&#257;noa is proud to continue working with this progressive administration who puts public health and safety as their first priority.&rdquo;<\/p>\n<figure id=\"attachment_186824\" aria-describedby=\"caption-attachment-186824\" style=\"width: 300px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2023\/11\/manoa-soest-kauai-planning-award-300x300.jpg\" alt=\"screen of viewer\" width=\"300\" height=\"300\" class=\"size-medium wp-image-186824\" srcset=\"https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2023\/11\/manoa-soest-kauai-planning-award-300x300.jpg 300w, https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2023\/11\/manoa-soest-kauai-planning-award-130x130.jpg 130w, https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2023\/11\/manoa-soest-kauai-planning-award.jpg 676w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><figcaption id=\"caption-attachment-186824\" class=\"wp-caption-text\">Screenshot of <span aria-label=\"Kauai\">Kaua&#699;i<\/span> Sea Level Rise Constraint District Viewer.<\/figcaption><\/figure>\n<p>Only one planning program nationwide is selected annually for this award, recognizing the exemplary work of planners to build policies or plans addressing resiliency and sustainability.<\/p>\n<p>&ldquo;We are incredibly proud of our Planning Department and all involved in this groundbreaking ordinance that was signed into law just last year,&rdquo; said Mayor Derek S.K. Kawakami. &ldquo;<span aria-label=\"Kauai\">Kaua&#699;i<\/span> is no stranger to coastal erosion and flooding, as we\u2019ve seen first-hand how climate change is affecting our community. We thank <abbr>APA<\/abbr> for acknowledging our hardworking associates and their progressive and innovative efforts to ensure a better future of our island and people.&rdquo;<\/p>\n<p>Tiffany Anderson, assistant researcher with <abbr>CRC<\/abbr>, developed computer models that identified potential future flood depths due to rising sea levels and wave inundation on <span aria-label=\"Kauai\">Kaua&#699;i<\/span>. This information was incorporated into <span aria-label=\"Kauai\">Kaua&#699;i<\/span> County\u2019s Sea Level Rise Constraint District within its Comprehensive Zoning Ordinance as a proactive measure to enhance community resilience and reduce risk to the built environment. This measure was formally adopted in October 2022.<\/p>\n<p>&ldquo;It&#8217;s hard to be the first to do anything, and the County of <span aria-label=\"Kauai\">Kaua&#699;i<\/span> demonstrated that they truly believe in the people of <span aria-label=\"Kauai\">Kaua&#699;i<\/span>&#8216;s ability to grow and adapt to changes in our environment,&rdquo; said Anderson. &ldquo;<span aria-label=\"Kauai\">Kaua&#699;i<\/span> County planners talked with community members to make sure that local people&#8217;s voices were heard, and then they created a process that was very transparent, straightforward, and non-disruptive to current building procedures.&rdquo;<\/p>\n<p>&ldquo;Coastal communities are particularly vulnerable to devastating climate impacts. Utilizing scientific studies and mapping done by the University of <span aria-label=\"Hawaii\u2019s\">Âé¶¹´«Ã½\u2019s<\/span> Climate Resilience Collaborative, we were able to craft new land use and building design regulations,&rdquo; said <span aria-label=\"Kauai\">Kaua&#699;i<\/span> Planning Director <span aria-label=\"Kaaina\">Ka&#699;&#257;ina<\/span> Hull. &ldquo;Mahalo to <abbr>APA<\/abbr> for this award, particularly recognizing the need for scientific modeling within zoning regulations to address municipalities that are increasingly finding themselves under threat by the various hazards of our changing climates.&rdquo;<\/p>\n<h2>First county to implement scientific modeling<\/h2>\n<p>The passage of the Sea Level Rise Constraint District bill is the culmination of nearly five years of scientific study, community engagement and stakeholder input.
