There are also barriers to food production that create an uncertain future for the state\u2019s agriculture industry. However, a <a href=\"https:\/\/manoa.hawaii.edu\/\">University of <span aria-label=\"Hawaii\">Âé¶¹´«Ã½<\/span> at M\u0101noa<\/a> graduate student is hoping to plant a new seed and create a more positive future in <span aria-label=\"Hawaii\">Âé¶¹´«Ã½<\/span>\u2019s quest to become self-sufficient.<\/p>\n<figure id=\"attachment_179359\" aria-describedby=\"caption-attachment-179359\" style=\"width: 214px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2023\/06\/manoa-ctahr-destiny-apilado-susan-crow-ed-case-214x300.jpg\" alt=\"three people standing and smiling\" width=\"214\" height=\"300\" class=\"size-medium wp-image-179359\" srcset=\"https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2023\/06\/manoa-ctahr-destiny-apilado-susan-crow-ed-case-214x300.jpg 214w, https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2023\/06\/manoa-ctahr-destiny-apilado-susan-crow-ed-case-93x130.jpg 93w, https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2023\/06\/manoa-ctahr-destiny-apilado-susan-crow-ed-case.jpg 250w\" sizes=\"auto, (max-width: 214px) 100vw, 214px\" \/><figcaption id=\"caption-attachment-179359\" class=\"wp-caption-text\">Professor Susan Crow, Destiny Apilado and U.S. <abbr>Rep.<\/abbr> Ed Case<\/figcaption><\/figure>\n<p>Destiny Apilado is pursuing her master\u2019s of environmental management in the College of Tropical Agriculture and Human Resources <a href=\"https:\/\/cms.ctahr.hawaii.edu\/nrem\/\">Department of Natural Resources and Environmental Management<\/a> (<abbr>NREM<\/abbr>). Under the guidance of Associate Professor Susan Crow, Apilado is part of a team that received a <a href=\"https:\/\/www.hawaii.edu\/news\/2022\/10\/04\/uh-leads-climate-smart-food-production-grant\/\">$40-million U.S. Department of Agriculture (<abbr>USDA<\/abbr>) grant<\/a> to implement sustainable, climate-smart practices and establish stronger markets for locally produced, healthy food and forest products.<\/p>\n<p>In April 2023, Apilado traveled with Crow to Washington, D.C. to represent <span aria-label=\"Hawaii\">Âé¶¹´«Ã½<\/span> in the U.S. Climate Alliance Natural and Working Lands Learning Lab, where the group drafted policy-oriented documents to support climate-smart, healthy soils. They also met with <span aria-label=\"Hawaii\">Âé¶¹´«Ã½<\/span>\u2019s congressional delegation and their representatives to discuss their <abbr>USDA<\/abbr> grant-supported Climate Smart Commodities (<abbr>CSC<\/abbr>) project that will serve four purposes:<\/p>\n<ul>\n<li>Overcome barriers in implementing sustainable practices<\/li>\n<li>Build markets that support circular economies<\/li>\n<li>Improve technical assistance through network-based organizations and decision support tools<\/li>\n<li>Address inequities in supporting the local producer community<\/li>\n<\/ul>\n<p>&ldquo;Overall, these meetings were really good for starting the dialogue between the <abbr>CSC<\/abbr> team and federal offices to let them know we are a resource for ag related climate policy, and let them know how the <abbr>CSC<\/abbr> project can be supported on their end, such as through investments in infrastructure and workforce that will allow the project to be impactful past the life of the project,&rdquo; said Apilado, who was <a href=\"https:\/\/www.hawaii.edu\/news\/2022\/06\/07\/next-generation-of-leaders-in-hawaii\/\">one of three <abbr>NREM<\/abbr> graduate students selected in 2022 to receive 2022&#8211;24 <span aria-label=\"Hauoli\">Hau&#699;oli<\/span> Mau Loa Foundation fellowship<\/a>.<\/p>\n<p>&ldquo;The <abbr>USDA<\/abbr> project gives us a unique opportunity to improve system-level resilience and equity for food and forest products in <span aria-label=\"Hawaii\">Âé¶¹´«Ã½<\/span> and embed working lands within the state\u2019s decarbonization strategy,&rdquo; Crow said. &ldquo;There are a lot of moving pieces, but at the foundation are the producers and practitioners who work to grow products in <span aria-label=\"Hawaii\">Âé¶¹´«Ã½<\/span>, for <span aria-label=\"Hawaii\">Âé¶¹´«Ã½<\/span>. A primary aim is to assist producers to overcome barriers to implementing climate-smart practices. But, first a deep understanding of historical and current inequities that contribute to those complex and persistent barriers is needed.&rdquo;<\/p>\n<h2>Addressing farming inequalities<\/h2>\n<p>Apilado\u2019s capstone project aligns with the work she is doing with the <abbr>CSC<\/abbr> team. Her project, &ldquo;Informing Place-Based Equity for <span aria-label=\"Hawaii\">Âé¶¹´«Ã½<\/span>\u2019s Local Producers,&rdquo; is focused on investigating the barriers and challenges local farmers face in obtaining resources, such as federal grants, loans and incentives. The main concern is that the <abbr>USDA<\/abbr> eligibility criteria are set at a national level, and does not recognize the unique conditions that define the small-scale and diversified operations on our isolated island setting.<\/p>\n<p>Apilado, who is entering her second and final year in the program, will survey small-scale and\/or Indigenous local producers and producer organizations to document the barriers to resources they face. Her findings can then be used to inform decision makers and policy makers of how policy can be modified to reduce inequities.<\/p>\n<h2>Cultivating love of farming, food production<\/h2>\n<p>The Mililani High School alumna started her higher education journey at <a href=\"https:\/\/www.leeward.hawaii.edu\/\">Leeward Community College<\/a>, earning the <a href=\"https:\/\/www.hawaii.edu\/news\/2019\/04\/09\/ptk-honors-leeward-honolulu-students\/\">2019 New Century Transfer Pathway Scholar from <span aria-label=\"Hawaii\">Âé¶¹´«Ã½<\/span><\/a>, which is awarded to the student receiving the highest All-<abbr>USA<\/abbr> Academic Team application score in each state.<\/p>\n<p>Apilado transferred to <abbr title=\"University of Hawaii\">UH<\/abbr> M\u0101noa with a desire to go into pharmaceutical sciences after graduating with her bachelor\u2019s degree in biochemistry in 2021. However, in her post-pandemic gap year, she worked on a <span aria-label=\"Kauai\">Kaua&#699;i<\/span> farm through the Worldwide Opportunities on Organic Farms program. There, she fell in love with local agriculture and met Assistant Professor Mehana Vaughan, who inspired her to pursue a degree in <abbr>NREM<\/abbr>. Through her graduate work, she wants to make the future of agriculture in <span aria-label=\"Hawaii\">Âé¶¹´«Ã½<\/span> equitable and sustainable.<\/p>\n<p>&ldquo;Farmers are busy people with little extra time on their hands,&rdquo; Apilado said. &ldquo;From managing pests, to facing high costs of water and land, it\u2019s hard to make farming profitable in <span aria-label=\"Hawaii\">Âé¶¹´«Ã½<\/span>.
