The 2009 <abbr>CMP<\/abbr> identified 103 management actions addressing existing and future activities and uses, such as astronomy, recreational activities, commercial activities, scientific research, cultural activities and religious activities.<\/p>\n<p>The 2009 <abbr>CMP<\/abbr>, 2022 Master Plan and the Maunakea Administrative Rules are the three primary tools that guide the <abbr>UH<\/abbr> Hilo <a href=\"https:\/\/hilo.hawaii.edu\/maunakea\/\">Center for Maunakea Stewardship<\/a> (<abbr>CMS<\/abbr>), the unit responsible for lands managed by <abbr>UH<\/abbr> on the mauna.<\/p>\n<figure id=\"attachment_134850\" aria-describedby=\"caption-attachment-134850\" style=\"width: 295px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2021\/02\/maunakea-hara-feature-295x300.jpg\" alt=\"Maunakea\" width=\"295\" height=\"300\" class=\"size-medium wp-image-134850\" srcset=\"https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2021\/02\/maunakea-hara-feature-295x300.jpg 295w, https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2021\/02\/maunakea-hara-feature-128x130.jpg 128w, https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2021\/02\/maunakea-hara-feature.jpg 665w\" sizes=\"auto, (max-width: 295px) 100vw, 295px\" \/><figcaption id=\"caption-attachment-134850\" class=\"wp-caption-text\">(Photo credit: Andrew Hara)<\/figcaption><\/figure>\n<p><abbr>UH<\/abbr> is asking the public to provide feedback on \u200b\u200bthe Comprehensive Management Plan 2022 Supplement: Management Action Updates (<abbr>CMP<\/abbr> Supplement). The draft <abbr>CMP<\/abbr> Supplement updates the 2009 <abbr>CMP<\/abbr> management actions, provides concise guidance on implementing the updated management actions and establishes clear measurements of progress. Key updates to the management actions include:<\/p>\n<ul>\n<li>Improve coordination with the Native Hawaiian community and protection of Maunakea\u2019s resources (cultural, natural and scientific).<\/li>\n<li>Incorporate possible approaches to <abbr>UH<\/abbr> access management to minimize the potential impacts of activities and uses.<\/li>\n<li>Refine the management of activities and uses within the built environment to reduce potential impacts.<\/li>\n<\/ul>\n<p>The draft <abbr>CMP<\/abbr> Supplement does not propose projects or land uses. It must be approved by the <abbr>UH<\/abbr> Board of Regents (<abbr>BOR<\/abbr>) and then approved by the <abbr>BLNR<\/abbr> at public meetings to take effect.<\/p>\n<h2>Adaptive management used to develop <abbr>CMP<\/abbr> supplement<\/h2>\n<p>The draft <abbr>CMP<\/abbr> Supplement updates the 2009 <abbr>CMP<\/abbr> management actions using the adaptive management principle to improve management activities based on new data.<\/p>\n<p>The formal process, outlined in the 2009 <abbr>CMP<\/abbr>, utilizes learned outcomes, information\/data collected (including <abbr>UH<\/abbr> annual reports to Department of Land and Natural Resources, Outcome Analysis Report), and input from resource experts (including Native Hawaiian cultural practitioners, state agencies, etc.). This information informed whether each of the 2009 <abbr>CMP<\/abbr> management actions would be left intact, updated, adapted or eliminated if completed.<\/p>\n<h2>Public feedback encouraged<\/h2>\n<p>Public input will be accepted through March 31, 2022 and comments can be made directly on the draft <abbr>CMP<\/abbr> supplement at <a href=\"https:\/\/hilo.hawaii.edu\/maunakea\/\">MaunakeaStewardship.org<\/a>. There will be a link at the top page to an easy-to-use online platform that simplifies public review and engagement. It provides background information and easy-to-follow instructions on providing feedback online, via telephone messages and by mail.<\/p>\n<p>&ldquo;All of us have an interest, no matter what that interest may be\u2014cultural, environmental, commer<abbr>CIA<\/abbr>l, recreational\u2014in participating in this important process,&rdquo; said Greg Chun, the <abbr>CMS<\/abbr> executive director. &ldquo;We need to hear from everyone on what we\u2019re proposing to do in this update to the <abbr>CMP<\/abbr>, which has already had a tremendous impact on improving the stewardship of the mauna.&rdquo;<\/p>\n<p>The draft <abbr>CMP<\/abbr> Supplement will be amended based on the public comments\/feedback received and go to the <abbr>BOR<\/abbr> for public review and possibly further changes. Upon <abbr>BOR<\/abbr> approval, it is anticipated to go before the <abbr>BLNR<\/abbr> later this year.<\/p>\n<h2>Management plans and land authorization updates<\/h2>\n<p><abbr>CMS<\/abbr> has been in the process of updating its management tools, with extensive public outreach, to improve the stewardship of the mauna:<\/p>\n<ul>\n<li>The new Master Plan adopted by the <abbr>BOR<\/abbr> in 2022 guides land-use decisions and replaces the 2000 Master Plan.<\/li>\n<li>Administrative Rules signed by Gov. David Ige in 2020 addresses public and commer<abbr>CIA<\/abbr>l activities on lands managed by <abbr>UH<\/abbr> on Maunakea.<\/li>\n<li>The <abbr>CMP<\/abbr>, which is currently being updated, was approved by the <abbr>BLNR<\/abbr> in 2009 to provide a comprehensive management framework.<\/li>\n<\/ul>\n<p><abbr>UH<\/abbr> is also working on an Environmental Impact Statement (<abbr>EIS<\/abbr>) that will address proposed future <abbr>UH<\/abbr> land authorization for Maunakea as the end of <abbr>UH<\/abbr>&#8216;s current 65-year lease in 2033 approaches. The draft <abbr>EIS<\/abbr> is tentatively scheduled for release for public comment around midyear 2022.<\/p>\n<p><abbr>UH<\/abbr> is asking that individuals with information on the cultural resources, practices, and beliefs found and practiced within lands managed by <abbr>UH<\/abbr> on Maunakea participate in a Cultural Impact Assessment (<abbr>CIA<\/abbr>), which is part of the draft <abbr>EIS<\/abbr>.
