This opportunity marked the start of a new phase of disaster risk reduction efforts between <abbr>PDC<\/abbr> and the Panama government.<\/p>\n<p>In August 2021, Cohen signed Decree 251, formally establishing the Comprehensive Disaster Risk Management Cabinet with the purpose of serving as an advisory body of the executive branch.<\/p>\n<figure id=\"attachment_155645\" aria-describedby=\"caption-attachment-155645\" style=\"width: 300px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2022\/02\/system-pdc-panama-briefing-slide-300x169.jpg\" alt=\"P D C briefing slide\" width=\"300\" height=\"169\" class=\"size-medium wp-image-155645\" srcset=\"https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2022\/02\/system-pdc-panama-briefing-slide-300x169.jpg 300w, https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2022\/02\/system-pdc-panama-briefing-slide-130x73.jpg 130w, https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2022\/02\/system-pdc-panama-briefing-slide.jpg 676w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><figcaption id=\"caption-attachment-155645\" class=\"wp-caption-text\">The <abbr>UH<\/abbr> Pacific Disaster Center presented findings to the president of Panama.<\/figcaption><\/figure>\n<p>Marking the first session of the newly established cabinet, Cohen invited several expert agencies to offer perspectives and recommendations on priorities and actions to be taken. <abbr>PDC<\/abbr> kicked off the session and presented <a href=\"https:\/\/www.pdc.org\/wp-content\/uploads\/NDPBA_PAN_Final_Report_English.pdf\">new findings from its national baseline assessment<\/a> (<small><abbr title=\"portable document format\">PDF<\/abbr><\/small>) in Panama. Conducted in collaboration with Panama\u2019s Ministry of Government and the national disaster management organization <a href=\"https:\/\/www.sinaproc.gob.pa\/\"><abbr>SINAPROC<\/abbr><\/a>, <abbr>PDC<\/abbr>\u2019s assessment offered a detailed multi-hazard risk profile of the nation and its 13 provinces. It also included a comprehensive disaster-management analysis with recommendations for achieving advanced capacity.<\/p>\n<p>&ldquo;This assessment allows decision makers to align capacity development efforts with priority needs while supporting Panama\u2019s national commitments under the United Nations Sendai Framework,&rdquo; said <abbr>PDC<\/abbr> Director of Applied Science and Analytics Joseph Green.
