Economist Donald Shoup has spent his career arguing that it doesn\u2019t have to be this way.<\/p>\n<p>In a live online event hosted by the University of <span aria-label=\"Hawaii\">Âé¶¹´«Ã½<\/span> <a href=\"https:\/\/manoa.hawaii.edu\/speakers\/\">Better Tomorrow Speaker Series<\/a>, Shoup will explain how simple fixes to parking policies, such as charging fair market prices for on-street parking and removing off-street parking requirements, can reduce housing costs, bolster public transportation, decrease carbon output, advance social justice, and generally make cities more enjoyable places to live and work.<\/p>\n<figure id=\"attachment_145300\" aria-describedby=\"caption-attachment-145300\" style=\"width: 214px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2021\/07\/manoa-better-tomorrow-shoup-214x300.jpg\" alt=\"headshot\" width=\"214\" height=\"300\" class=\"size-medium wp-image-145300\" srcset=\"https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2021\/07\/manoa-better-tomorrow-shoup-214x300.jpg 214w, https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2021\/07\/manoa-better-tomorrow-shoup-93x130.jpg 93w, https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2021\/07\/manoa-better-tomorrow-shoup.jpg 250w\" sizes=\"auto, (max-width: 214px) 100vw, 214px\" \/><figcaption id=\"caption-attachment-145300\" class=\"wp-caption-text\">Donald Shoup<\/figcaption><\/figure>\n<p>Shoup, who grew up in <span aria-label=\"Hawaii\">Âé¶¹´«Ã½<\/span>, is a distinguished research professor in the department of urban planning at <abbr title=\"University of California, Los Angeles\">UCLA<\/abbr>. He is also a world-renowned authority on transportation, public finance and land economics and authored <em>The High Cost of Free Parking<\/em> and the follow-up collaboration, <em>Parking and the City<\/em>.<\/p>\n<p>&ldquo;Shoup is the leading expert on how parking policy affects the functioning of a city,&rdquo; said <abbr title=\"University of Hawaii\">UH<\/abbr> M\u0101noa College of Social Sciences Dean <strong>Denise Konan<\/strong>. &ldquo;His insights are relevant as we shape <span aria-label=\"Hawaii\u2019s\">Âé¶¹´«Ã½\u2019s<\/span> transportation policies, and we will benefit from this conversation with a distinguished scholar who is recognized as a pioneer in his field.&rdquo;<\/p>\n<p>From national issues to the <span aria-label=\"Hawaii\">Âé¶¹´«Ã½<\/span> experience, Shoup will be interviewed by <strong>Makena Coffman<\/strong>, director of <abbr>UH<\/abbr> M\u0101noa <a href=\"https:\/\/manoa.hawaii.edu\/isr\/\">Institute for Sustainability and Resilience<\/a> (<abbr>ISR<\/abbr>) and professor of urban and regional planning. Kathleen Rooney, director of transportation policy and programs at Ulupono Initiative, will also provide insights based on the organization\u2019s 2020 report on The Costs of Parking in <span aria-label=\"Hawaii\">Âé¶¹´«Ã½<\/span>\u2014the state\u2019s first comprehensive cost inventory that shows the often hidden impact to cost of living, specifically for housing and goods.
