David Ige. Lassner made the statement in <a href=\"http:\/\/www.hawaii.edu\/offices\/bor\/regular\/materials\/202101070930\/BOR_Meeting_of_01_07_2021_Materials___FOR_UPLOAD.pdf#page=67\">a budget presentation (<small><abbr title=\"portable document format\">PDF<\/abbr><\/small>)<\/a> to the <abbr>UH<\/abbr> <a href=\"https:\/\/www.hawaii.edu\/offices\/bor\/\">Board of Regents<\/a> at their January 7, 2021, meeting.<\/p>\n<p>&ldquo;Our practice for the last several years and, which we believe will serve us well this year, is to see what the legislature does with our budget, and then advise you on what we recommend and ask for your approval,&rdquo; said Lassner.<\/p>\n<blockquote><p>The state\u2019s financial condition remains grim.<br \/>&#8212;David Lassner<\/p><\/blockquote>\n<p>The projected general fund budget reductions are a consequence of the economic devastation to the State of <span aria-label=\"Hawaii\">Âé¶¹´«Ã½<\/span> from the COVID-19 pandemic. <abbr>UH<\/abbr> currently receives about $526.5 million in state general funds as part of its $1.1 billion operating budget. While the Board of Regents <a href=\"https:\/\/www.hawaii.edu\/news\/2019\/12\/17\/budget-request-2020-legislature\/\">approved an operating budget request<\/a> that has no increases, the Executive Budget proposed by Gov. Ige includes a 15% reduction of state general funds to <abbr>UH<\/abbr>. Lassner noted that in most years the state budget bill provides support somewhere between the BOR-approved budget request and the proposed Executive Budget.<\/p>\n<p>&ldquo;The state\u2019s financial condition remains grim,&rdquo; said Lassner. &ldquo;<span aria-label=\"Hawaii\u2019s\">Âé¶¹´«Ã½\u2019s<\/span> economy has not started coming back in a meaningful way yet, and I think most people believe it will not come back until we can put COVID-19 in the rear view mirror.&rdquo;<\/p>\n<h2>Federal stimulus funding<\/h2>\n<p>Lassner reported that more federal stimulus funding is coming to <abbr>UH<\/abbr> from the $900-billion end-of-the-year coronavirus relief package approved by Congress in late December. While the exact amounts are not yet known, it is expected that the funding will be targeted to provide emergency aid for students in need and to cover additional direct operating costs caused by the pandemic, including investments in strengthening online and remote learning.<\/p>\n<p>It still remains unclear whether the new federal funding can be used to address reductions in state funding to <abbr>UH<\/abbr>. Federal funding will provide one-time assistance while the proposed cuts to <abbr>UH<\/abbr>\u2019s base operating budget by the governor would be permanent. Lassner noted that experts agree that the budget crisis will last a minimum of four to five years.<\/p>\n<p>Aside from federal funding, tuition revenue is down slightly compared to last year, but Lassner said the recent results and outlook for both extramural and philanthropic funding are positive.<\/p>\n<h2>Planning for the future<\/h2>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2020\/11\/manoa-admissions-feature-300x300.jpg\" alt=\"Two U H Manoa students sitting on a bench\" width=\"300\" height=\"300\" class=\"alignright size-medium wp-image-130154\" srcset=\"https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2020\/11\/manoa-admissions-feature-300x300.jpg 300w, https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2020\/11\/manoa-admissions-feature-130x130.jpg 130w, https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2020\/11\/manoa-admissions-feature.jpg 676w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/p>\n<p>The presentation also included an update on the university\u2019s comprehensive and inclusive planning to support <span aria-label=\"Hawaii\u2019s\">Âé¶¹´«Ã½\u2019s<\/span> transition to a more sustainable future, even if general fund support to <abbr>UH<\/abbr> is reduced. The key points include:<\/p>\n<ul>\n<li>Focusing on the education programs most needed by the people and islands of <span aria-label=\"Hawaii\">Âé¶¹´«Ã½<\/span><\/li>\n<li>Increasing research productivity and impact<\/li>\n<li>Diversifying revenue sources<\/li>\n<li>Working more collaboratively across all parts of the <abbr>UH<\/abbr> System<\/li>\n<li>Increasing operational efficiency in all aspects of <abbr>UH<\/abbr>\u2019s mission<\/li>\n<\/ul>\n<p>Lassner noted that many of the suggestions that arose during the planning process make sense even without consideration of budget cuts, and those can be initiated without formal layoffs or retrenchment.<\/p>\n<p>&ldquo;While the state budget presents a challenge, our leadership team is inspired by and optimistic about what <span aria-label=\"Hawaii\u2019s\">Âé¶¹´«Ã½\u2019s<\/span> university can do for our future,&rdquo; Lassner shared.<\/p>\n<p><a href=\"http:\/\/www.hawaii.edu\/offices\/bor\/regular\/materials\/202101070930\/BOR_Meeting_of_01_07_2021_Materials___FOR_UPLOAD.pdf#page=67\">Lassner\u2019s presentation to the <abbr title=\"Board of Regents\">BOR<\/abbr> can be viewed online.<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>President Lassner said there will be no formal layoffs, retrenchment or reductions-in-force of faculty or staff with employment security within the Âé¶¹´«Ã½system until state budget is enacted by Gov.
