The committee agreed to support the Regional and National Capacity Development Program, and recognized the program as an official cooperative partnership between <abbr>ASEAN<\/abbr> and the Maui-based <a href=\"https:\/\/www.pdc.org\/\">Pacific Disaster Center<\/a> (<abbr>PDC<\/abbr>)&#8212;a University of <span aria-label=\"Hawaii\">Âé¶¹´«Ã½<\/span> applied science, research and technology center.<\/p>\n<p>The program will help advance the goals outlined in the <abbr>ASEAN<\/abbr> Agreement on Disaster Management and Emergency Response Work Programme (2016&#8211;2020)&#8212;specifically the section that deals with improving the availability of data and information on regional risk and vulnerability. The agreement provides the legally-binding framework for disaster risk reduction and climate change adaptation coordination between and among <abbr>ASEAN<\/abbr> countries.<\/p>\n<p>&ldquo;This program demonstrates how collaboration across national borders and sharing of resources is helping to achieve common sustainability and disaster risk reduction goals and save more lives,&rdquo; said <abbr title=\"University of Hawaii\">UH<\/abbr> President <strong>David Lassner<\/strong>.<\/p>\n<p>The new program benefits all <abbr>ASEAN<\/abbr> member states through collaboration with their respective national disaster management offices , as well as the <abbr>ASEAN<\/abbr> Coordinating Centre for Humanitarian Assistance on disaster management (<abbr>AHA<\/abbr> Centre). The <abbr>AHA<\/abbr> Centre facilitates cooperation and coordination among <abbr>ASEAN<\/abbr> member states for disaster management and emergency response in the <abbr>ASEAN<\/abbr> region.<\/p>\n<h2>Regional risk reduction<\/h2>\n<p>All program participants aim to strengthen their early warning systems in order to reduce risk and vulnerability in the region.<\/p>\n<p>&ldquo;From its inception, we\u2019ve worked together with the <abbr>AHA<\/abbr> Centre to support its life-saving mission to be the regional leader for disaster risk reduction in service to all <abbr>ASEAN<\/abbr> member states,&rdquo; said <abbr>PDC<\/abbr> Deputy Executive Director <strong>Chris Chiesa<\/strong>. He said the program is an extension of the successes of <abbr>PDC<\/abbr>\u2019s long-held partnership with the <abbr>AHA<\/abbr> Centre, and more broadly with the regional committee, as well as the center\u2019s direct partnerships with many <abbr>ASEAN<\/abbr> member states over the last decade.<\/p>\n<p>Chiesa explained how, under the new program funded by the <abbr>USAID<\/abbr> Office of U.S. Foreign Disaster Assistance , member states will receive upgrades or enhancements to existing systems powered by <abbr>PDC<\/abbr>\u2019s <a href=\"https:\/\/www.pdc.org\/apps\/disasteraware\/\">DisasterAWARE<\/a> platform. Others, he said, will work with <abbr>PDC<\/abbr> to field new systems tailored to the needs of the nation or to leverage the <abbr>AHA<\/abbr> Centre\u2019s Disaster Monitoring and Response System\u2014also powered by DisasterAWARE&#8212;that has been equipping the <abbr>AHA<\/abbr> Centre\u2019s monitoring and analysis since its inception in November 2011.
