  {"id":831,"date":"2023-08-07T19:23:42","date_gmt":"2023-08-07T19:23:42","guid":{"rendered":"https:\/\/www.hawaii.edu\/broadband\/?page_id=831"},"modified":"2025-09-02T11:51:08","modified_gmt":"2025-09-02T21:51:08","slug":"capital-projects-fund","status":"publish","type":"page","link":"https:\/\/www.hawaii.edu\/broadband\/capital-projects-fund\/","title":{"rendered":"Capital Projects Fund"},"content":{"rendered":"\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-8f761849 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<p class=\"wp-block-paragraph\">The Coronavirus <a href=\"https:\/\/home.treasury.gov\/policy-issues\/coronavirus\/assistance-for-state-local-and-tribal-governments\/capital-projects-fund\" data-type=\"link\" data-id=\"https:\/\/home.treasury.gov\/policy-issues\/coronavirus\/assistance-for-state-local-and-tribal-governments\/capital-projects-fund\" target=\"_blank\" rel=\"noreferrer noopener\">Capital Projects Fund<\/a> (CPF) is a program out of the U.S. Department of Treasury created in 2021 to &#8220;fund critical capital projects that enable work, education, and health monitoring, including remote options, in response to the public health emergency.&#8221; A total of $9.8 billion was allocated to States, the District of Columbia, and Puerto Rico under this program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hawai\u2018i submitted grant and program plans to Treasury in September 2022, and in April 2023, these plans were <a href=\"http:\/\/home.treasury.gov\/news\/press-releases\/jy1448\" target=\"_blank\" rel=\"noreferrer noopener\">approved by CPF<\/a>. Hawai\u2018i submitted two program plans for a total of $115 million in funding for use towards critical broadband infrastructure for all residents in the State. In 2025, program plans were revised and all funds re-allocated to the Hawaii Subsea Middle Mile Program, which will be completed by 2026.<\/p>\n<\/div>\n<\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-8f761849 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h3 class=\"wp-block-heading\">Hawaii Subsea Middle Mile Program<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The <strong>Hawaii Subsea Middle Mile Program<\/strong> will fund the construction of a new subsea interisland broadband fiber system. In January 2024, the University <a href=\"https:\/\/www.hawaii.edu\/news\/article.php?aId=13035\">announced a public-private partnership with Ocean Networks<\/a> to construct the Hawaiian Islands Fiber Link (HIFL), a carrier-neutral, open-access system with landing sites on O\u02bbahu, Hawai\u02bbi, Maui, Kaua\u02bbi, L\u0101na\u02bbi and Moloka\u02bbi. HIFL is the first of two proposed <strong>subsea interisland systems<\/strong> and the State&#8217;s northern inter-island fiber path system connecting the islands. Once the permitting process is complete, system construction can begin. Permitting and construction will take three-plus years, including constructing \u201cfront haul\u201d facilities (i.e., where submarine fiber meets land).
