Request for Proposals to Provide Installation, Set-up, and Access to High-speed Internet Access for All Hawai\u2018i Public Housing Authority (HPHA) Residents for the HPHA Owned Facilities [Statewide]<\/strong> (RCÂ鶹´«Ã½RFP #107255)<\/strong><\/h3>\n\n\n\n

This is a Request for Proposals (RFP) issued by the Research Corporation of the University of Hawai’i (RCUH), on behalf of the University of Hawai’i, Office of the Vice President for Information Technology\/CIO to solicit proposals from Offerors who wish to be considered. The contract will be issued and administered as an Agreement for Services with the RCUH.<\/p>\n\n\n\n

In 2021, the Governor requested the University of Hawai’i lead the coordination and orchestration of current and anticipated Federal funding of state broadband investments. These included funds available from the Coronavirus State and Local Fiscal Recovery Funds and American Rescue Plan Act, along with the (then) anticipated Infrastructure Investment and Jobs Act, and additional future programs. The first major Federal program launched in 2022 was the US Treasury Coronavirus Capital Projects Fund (CPF), under which Hawai’i was allocated $115.4 million. Two statewide programs will be funded with this allocation, including the Hawai’i Public Housing Authority (HPHA) Connections Program. This program is designed to invest in upgrading HPHA residential broadband connections to support the delivery of 100 Mbps symmetrical service to all residents in state-owned and managed public housing facilities, and provision 1 Gbps service for available common-use shared rooms (initially in 45 facilities).<\/p>\n\n\n\n

The University of Hawai’i is requesting responses from qualified Offerors to submit proposals to install or upgrade broadband infrastructure in the listed HPHA locations to provide ALL residential units within ALL locations with a minimum of 100 Mbps downstream and 20 Mbps upstream over wired infrastructure. Community rooms in certain HPHA locations shall also be built or upgraded to provide 1000 Mbps downstream and 1000 Mbps upstream connectivity.<\/p>\n\n\n\n

Request for Proposals for the State of Hawai’i – BEAD Challenge Process Portal<\/strong> (RCÂ鶹´«Ã½RFP #104410)<\/strong><\/h3>\n\n\n\n

This is a Request for Proposals (RFP) issued by the Research Corporation of the University of Hawai’i (RCUH), on behalf of the University of Hawai’i, Office of the Vice President for Information Technology\/CIO to solicit proposals from Offerors who wish to be considered. The contract will be issued and administered as an Agreement for Services with the RCUH.<\/p>\n\n\n\n

In June 2023, the NTIA announced funding allocations for the Broadband Equity, Access, and Deployment (BEAD) Program. In total, Hawai’i will receive an allocation of $149.5 million to connect over 10,000 unserved and underserved locations. The most current program output is the Initial Proposal, which explains how Hawai’i will ensure every resident has access to a reliable, affordable, and high-speed broadband connection, and design a challenge process the State will implement to refine the list of unserved and underserved locations in the State eligible for infrastructure buildout under the BEAD Program. This challenge process requires the use of a Challenge Process Portal that enables, at minimum, eligible challengers and service providers to: register and interact with the platform to submit and review challenges; facilitate provider notifications and rebuttals; support adjudication by the State of Hawai’i; and generate summary reports after completing the challenge process.<\/p>\n\n\n\n

The University of Hawai’i is requesting responses from qualified Offerors to propose a challenge process tool for the State of Hawai\u02bbi, meeting the minimum requirements for the BEAD Challenge Process portal as outlined by the BEAD Notice of Funding Opportunity (NOFO) issued by the NTIA.<\/p>\n\n\n\n

Following the Desktop Study (DTS) for an Inter-island submarine cable network in 2022 awarded to Ocean Networks, the University is now requesting responses from qualified Offerors to propose a cost model for a public-private partnership to permit, construct, operate and maintain the northern Inter-island submarine cable path as designed in the DTS. The University has determined the expected costs to build both the submarine cable network and Cable Landing Stations and has outlined those costs in this RFP. The State is NOT requesting costs to build the system – rather the State will select the offeror that provides the best qualifications and experience for permitting, construction and operation, as well as offering best value to the State of Hawaii across the estimated 25 year lifetime of the Inter-island submarine cable network.

The University issued this RFP to initiate a desktop study to identify potential cable routes between all the major Hawaiian Islands. The RFP was open to qualified bidders and asks to identify routing, and both beach manhole locations as well as possible cable landing station locations. The industry standard desktop surveys include cable types, routing, risks, and other details that can be determined by reports, charts and other data that is available. The desktop study is a required step in building a new submarine cable network to determine the scope of the overall build.<\/p>\n\n\n\n
